The program is open to individual artists and nonprofit arts organizations in Arkansas, Kansas, Missouri, Nebraska, Oklahoma, Texas, and the Native Nations that share that geography, which puts every Houston artist inside the eligible map. Applications close Thursday, September 24, 2026, at 5:00 p.m. Central. The money funds the creation and presentation of new artistic work, and funded projects have to happen inside the grant period, January 1 through June 30, 2027. Nonprofit organizations are expected to bring one-to-one matching funding. Individual artists are not.
The matching requirement is what quietly disqualifies most independent artists from most grant programs. A one-to-one match means you have to already hold half the money to be handed the other half, which turns a lot of arts funding into a system that pays people who are already funded. Dropping the match for individuals removes the exact barrier that keeps working artists out. If you have read a grant guideline before, hit the word match, and closed the tab, this is the one where that does not happen.
Note the window. January through June 2027 means you are not pitching what you already made, you are pitching what you are going to make, with a budget and a presentation plan attached. That is a different writing job than a bio and a press kit. Build the budget from real numbers, because studio time, session players, mixing, mastering, rehearsal space, venue costs, and documentation of the work are all legitimate line items, and a budget that reflects what the work costs reads as more credible than one that rounds everything down to look modest.
And be clear on what a grant is not. Grant funding is not an advance and it is not a rights deal. The funder is not taking your masters, is not taking a publishing share, and is not recouping anything out of your streaming income. You deliver the project you described and the recording stays yours. That makes it the cheapest money in this business, and the deadline is in 24 days. If you have already worked the Texas arts grant programs, this one sits alongside them rather than replacing them.
